 Firearms Sales / Transfer Requirements

LONG GUNS:

    • Valid California Drivers License or Identification Card with current address.
    • Valid FSC (Firearm Safety Certificate). See below for information.
    • US Citizen (Legal Alien and Nonimmigrant Alien, see below).
    • Buyer must be at least 18 years of age.
    • (21 years of age to purchase a Stripped Lower Receiver)

HANDGUNS:

    • Valid California Drivers License or Identification Card with current address.
    • Secondary Proof of Residency (Utility Bill, Residential Lease, Property Deed, Current Government-issued License / Permit / Registration).
    • Valid FSC (Firearm Safety Certificate). See below for information.
    • US Citizen (Legal Alien and Nonimmigrant Alien, see below).
    • Buyer must be at least 21 years of age.

If the DL/ID does not have the current address, then another valid GOVERNMENT-ISSUED document showing the current residence address must be presented. Utility bills (privately owned company), Brown DMV change of address card, hunting license do not apply. Examples of acceptable documents: DMV Registration, City owned Utility Bill, etc. This is required for ALL firearm transactions.

CDL/ID MUST be current. DOJ will NOT accept DMV CDL Extensions or Interim Drivers License. Per DOJ, the CDL/ID MUST be swipeable and valid.

DL/ID WITH PO BOXES ARE NOT ACCEPTED and above requirement applies.

For Private Party Transfers, the “SELLER” also falls under the same DL/ID requirements as noted above.

Legal Aliens and Nonimmigrant Aliens MUST provide their current Resident Alien/I-9 Card AND 3 current consecutive months of Utility Bills to show proof of residency. Nonimmigrant Aliens MUST also provide a current Hunting License or Permit in addition to the above requirements.


 

DROS (Dealer Record of Sale):

All DROS, unless exempt, have a mandatory 10-day waiting period (10 x 24 hour periods or 240 hours). The DES will not allow us to release your firearm until the waiting period is over. All firearms must be picked up within 30 days from the day DROS was submitted. If you go over 30 days, you will need to re-run DROS, pay an additional $25.00 and wait another 10 days. You will be provided with the earliest pick-up / latest pick-up days upon completion of your DROS process.


ALL FIREARMS SALES ARE FINAL

15% Restocking Fee on Denied DROS or any other circumstances where the firearm cannot be delivered to the customer. Even if you only pay partial payment at time of DROS and you are denied, you will be responsible for the 15% restocking fee on the entire purchase price. NO EXCEPTIONS!

 


STORAGE FEES / ABANDONED FIREARMS:

Firearms received that have not begun DROS within 2 weeks of being received from their transferring FFL will incur a $50 storage fee for up to 30 days. If the firearm is stored for longer than 30 days, it will incur an additional $50. Firearms will be stored for up to 90 days at $50 per month. Firearms NOT claimed after 90 days will be considered ABANDONED and will become property of Metal Dog Tactical.

Person’s prohibited from owning firearms due to DROS being DENIED, if you have not returned to receive your 15% Restocking Fee after 90 days, the firearm(s) is considered ABANDONED and your Restocking Fee is NOT refundable.

Firearm(s) that have been in storage after DROS, where you have not returned and 90 days has passed, your firearm(s) is considered ABANDONED and any money and fees paid are NOT REFUNDABLE. NO EXCEPTIONS!

 


SPECIAL ORDERS:

Special orders on firearms that are not in stock must be pre-paid in full before an order can be placed. Once firearm(s) are ordered, ALL SALES ARE FINAL, NO REFUNDS, NO EXCEPTIONS!!!*

*A “Special Order Agreement” will be read, understood and signed.

 


FIREARMS SAFETY DEVICE:

Effective January 1, 2002. Every firearm sold in CA, whether new or used, must include a CA Department of Justice Certified firearm safety device. It must be on the CA DOJ FSD Certified List – http://caag.state.ca.us/firearms/index.html. Most manufacturers ship their guns with a lock, however not all are CA DOJ certified. If your firearm does not include a lock, you may purchase a lock from us ($10.00 + Tax) to meet the requirement. You may also purchase a lock elsewhere and bring the lock and receipt with you when you pick up the firearm. The receipt must be dated within the last 30 days of your pick-up date.

A Safe Affidavit may be filled out and signed if no lock is included to meet the FSD requirement. You must know the Make and Model of your safe when you fill out the affidavit.

 

  •  FSC (Firearm Safety Certificate) Testing & Certification

***Effective January 1, 2015***

$25.00

It is administered at most Gun Stores and Training Facilities. It consists of a 30 question, multiple choice test and you must pass with a 75% score. The FSC is valid for 5 years. FSC is REQUIRED to purchase Firearms in CA, however there are exemptions. (see below)

*Please note: HSC (Handgun Safety Certificate) is still valid for Handgun purchases until the expiration date on the card.

*You may be exempt from the FSC requirement if you fall under any of these categories;

  • X01 = Special Weapons Permit Holder
  • X02 = Operation of Law Representative
  • X03 = Handgun being returned to the owner
  • X13 = FFL collector with COE (curio and relic handguns only)
  • X21 = Military – Active Duty
  • X22 = Military – Reserve
  • X25 = Military – Honorably Retired
  • X31 = Peace Officer – California – Active
  • X32 = Peace Officer – Federal – Active
  • X33 = Peace Officer – California – Honorably Retired
  • X34 = Peace Officer – California – Reserve
  • X35 = Peace Officer – Federal – Honorably Retired
  • X41 = Carry Concealed Weapon (CCW) Permit Holder
  • X81 = P.O.S.T. 832 PC (Firearms) Training
  • X91 = Particular and Limited Authority Peace Officers
  • X95 = Law Enforcement Service Gun to Family Member
  • X98 = Valid Hunting License (long guns only)

 


FFL Transfers

$100.00 ($75.00 Dealer Fee + $25.00 DROS Fee) + Tax* (if applicable).

Additional firearms (from same FFL)*:

Long guns: $10.00 per additional firearm

* If you purchase an additional firearm from a different FFL, but want to add it to the same FFL Transfer/DROS, a second Dealer Fee applies.

Handguns: 2nd Transfer Fee applies (1 handgun per 30 day requirement per CA DOJ)


California Board of Equalization Sales Tax Requirement:

* If firearm is coming in from outside of CA, per BOE, CA Sales Tax must be collected on entire purchase price, including shipping fees. A detailed invoice must be provided at time of DROS so fees can be calculated accordingly.

Firearms purchased inside of CA must be accompanied by a detailed invoice showing that Sales Tax has been paid. Invoice MUST show purchaser’s name, firearm make/model/serial number and any additional information.

If no invoice can be provided, CA Sales Tax will be based off of the “Fair Market Value” of the firearm, but we will still need a “Bill of Sale” stating the Seller’s information, Buyer’s information, firearm information and any additional information regarding the sale between both parties.

 

FFL DEALER  MUST PROVIDE A DETAILED INVOICE SHOWING:

  • CUSTOMER NAME
  • FIREARM MAKE/MODEL/SERIAL NUMBER
  • PRICE OF FIREARM(S)
  • SHIPPING FEES

IT IS IMPORTANT THAT WE HAVE TOTAL COST SO WE CAN CALCULATE SALES TAX PER BOE REQUIREMENT.

WE WILL NOT BEGIN YOUR DROS PROCESS UNLESS THIS INFORMATION IS PROVIDED.

 


Large Capacity Magazines:

Large capacity magazines can no longer be accepted and offered as rebuild parts kits. Magazines must be 10 round capacity.

 


FFL TRANSFER REQUEST INSTRUCTIONS:

Complete your firearm transaction with the FFL/Seller.

Contact us upon completion of your purchase. Please call or fill out the FFL Transfer Form. If calling, please have the following information available:

    • Your full name
    • Your contact information: Phone and/or Email (required so we can contact you once your firearm has arrived)
    • Firearm Type/Make/Model
    • FFL Name
    • FFL Contact information: Phone, Fax and/or Email (Email prefered so we can email a copy of our FFL)

IMPORTANT, PLEASE NOTE:  Firearms received that have NOT been entered into our incoming log book due to failure to contact us prior will not be accepted and will be returned to sender. Buyer will be responsible for all return shipping and handling fees.

It is the responsibility of the Buyer to know and understand California Laws. Firearms transfered into California MUST be CA Compliant, NO EXCEPTIONS.

  • Private Party Transfers

$35.00 ($10.00 Dealer Fee + $25.00 DROS Fee). Additional Dealer Fee applies to each additional firearm on the same DROS transaction.

***We will NOT accept a PPT if you come in at or close to end of closing***

Both parties MUST be present at time of transfer. Both parties MUST also be California Residents and have current ID/CDL.

Please be sure firearms brought in are unloaded and locked. Please have one of our staff perform a safety check to ensure the firearm is safe upon entering the store.

NOTE: Transfer & DROS fee NOT REFUNDABLE on DENIED DROS.


 


  •  Gunsmithing

Labor Rate: $75.00 per hour (charged in 15 minute increments)

We mainly work on AR platform weapons.

We are Certified Glock Armorers.

  •  Warranty Issues:

Most products sold are covered under Manufacturer Warranty. Please contact the manufacturer directly with any issues or questions. Manufacturers will assess the issue and repair or replace your item at no charge under warranty or for a fee if they feel the issue is not covered. Manufacturers will typically send you a Return Authorization Number and Return Shipping Label. We do not ship items back to manufacturers for warranty.
